MIAMI — Man Arrested for Attempted Murder After Shooting Incident Near Homeless Camp


Herman Skinner, also known by various aliases including Jarvis Delons, Leon Jenkins, Tarrod Mason, and Williams, appeared in bond court on Wednesday morning, facing four new felony charges. Skinner, 39, a convicted felon with 14 previous felony convictions, was charged after a shooting on April 4, 2024, in the Allapattah neighborhood of Miami.



According to Miami-Dade Police, Skinner rode a black bicycle to a homeless encampment under Interstate 95, near the Camillus House at 1603 NW 7 Ave. After approaching the area, Skinner allegedly shouted, “Who came out of the tent?” and then pulled out a firearm, opening fire on the victims before fleeing on his bicycle.


Witnesses reported seeing Skinner ride westbound on Northwest 17 Street towards Seventh Avenue after the shooting. Police found four bullet casings along the street and noted blood droplets and spatter in front of a green tent where the victims were located.



The victims, both homeless, were taken to Jackson Memorial Hospital’s Ryder Trauma Center, where one man suffered a gunshot wound to his neck and chest, and another was treated for a graze wound to his head, requiring seven staples. Fortunately, both victims survived the attack.


On April 15, one of the victims encountered Skinner at the Salvation Army in Allapattah, where the man identified him as the shooter. Skinner was arrested on April 18 after a search revealed a Zastava M70 pistol in his possession.


He now faces two counts of first-degree attempted murder, use of a firearm while committing a felony, and possession of a firearm by a convicted felon. During the bond hearing, Judge Mindy S. Glazer granted pre-trial detention and ordered Skinner to stay away from the victims.


Skinner was booked into the Turner Guilford Correctional Center following his arrest.
