Maryland Man Ruled Too Dangerous for Trial After Killing Elderly Millionaire and Shooting at Trooper

MARYLAND — A man accused of murdering an elderly millionaire inside a luxury senior living facility and later opening fire on a Maryland State Trooper has now been declared mentally incompetent to stand trial.


Authorities say 22-year-old Maurquise Emillo James was ruled both incompetent and dangerous by a judge, who ordered him transferred to a psychiatric facility under the Maryland Department of Health. He will remain there until another evaluation scheduled later this year.

The case began in February after police say James shot at a Maryland State Trooper during a traffic stop in Baltimore. Investigators later connected him to the murder of 87-year-old Robert Fuller Jr., a wealthy philanthropist living inside the Corso Potomac Senior Living Facility in Potomac, Maryland.


Police say Fuller was found shot to death inside his apartment. Investigators later discovered that James worked at the facility as a medication technician and had access to the building before the killing.


Authorities linked the two violent incidents together through ballistic evidence. Detectives said shell casings recovered from the shooting involving the trooper matched shell casings found at the senior living facility murder scene.


Fuller was known as a millionaire philanthropist who had relocated to Maryland to be closer to family members later in life. His death stunned both residents and staff at the upscale senior living community.

James was charged with murder, attempted murder, assault, and additional firearm-related offenses tied to both incidents.


Following psychological evaluations, the court determined James was not mentally competent to stand trial at this time and posed an ongoing danger to the public.


The ruling means the criminal proceedings are now paused while James undergoes psychiatric treatment and future evaluations to determine whether he could eventually stand trial.
